They hate me in the garden

The life of a groundhog
Is awful darn hard
They set out traps, they throw their rocks
They swerve to hit me with their cars

Seems the knowledge that if the sun shines on Candlemas then winter will continue.
Obviously, groundhogs will only see their shadow if the sun is shining. German farmer/settlers
have trekked to Punxsutawney, PA for the vital six-week weather forecast only since 1887
but the tradition is old.
For many, the "renewal" festival occurs at the solstice (12/21 or so) and the celebration that it
worked, the Feast of Returning Light, (Sabat of Imbolc/Brigid/Oimelc/Candlemas) about now.
Both require sympathetic magic using lights to make it all work. Candlemas is an official holiday
in, for example, Liechtenstein.
